I can't really see a reason why this letter would not have been delivered ...
particularly as it is addressed to a PO Box number.
To deliver a PO Box number all we need is a Post Code and the PO Box number....
both of which were correct on your envelope.
All envelopes for this post code would be sacked in the sorting office, either
for delivery direct to Thos. Cook, or ready for collection by them.
Even had there not been a Post Box number, it would be most unlikely for a firm
as big as Thos. Cook not to be known by the local sorting office.
The Post Code was correct
The Town was correct,
The street number is correct ... the street name is incorrect.
As the letter was in a normal sized envelope I am certain that this would have
been sorted electronically which would have found that the post code did not
match the street name.
It would have been re-directed to a 'keyer', who would be well experienced in
dealing with such issues, and corrected by them.
To summarise, there are many reasons why this letter would have been correctly
delivered and none to explain why in wouldn't be so.

As someone who has worked in the Post office for many years, (as a lecturer
on the subjects of mail sorting and delivery), would you please advise me what
the chances were of a letter addressed to the first address being delivered,
if the correct address was as the second address.

I am advised by the Manager of Thos. Cook in Tonbridge, that a letter which
I posted several weeks ago was probably not received due to the error in the
address.
Thus explaining why I have not heard from them.
Your expertise in this matter will be most useful.
